This list allows market participants to have a clear expectation of access and regulate government behavior. "At present, we have embarked on the negative list for 2015. There will be room for adjustment in the 2015 edition list, but we do not need to pay attention to the specific length. It is not very important whether or not a list is more important. The negative list of other countries has 100 measures. More important than the length is the spanparency of management measures, so that the market players can fully expect that this is the next step in the Shanghai free trade area. Ai Baojun said.

The negative list is closely related to the government's post regulatory system. Ai Baojun said that for a long time, the government was accustomed to the core of the approval system. Matters beyond the list of future items are not examined and approved, and whether they can be managed well or well managed is a very big test for the government. It requires the government to have a full understanding of the state of the market players. This requires integration and sharing of information and data from various regulatory departments.

"Some data are not very useful in a single department. If shared, value can be generated and the efficiency of the government will be improved. For example, if a ship enters the area, if its manifest information is pushed to the outer pipeline, inspection and quarantine departments, many processes will not require the owner to run. This kind of reform is almost no cost, but the benefit is very big, which is the dividend of the reform. " Ai Baojun said.

Shanghai's FTA has made important achievements in the spanformation of government functions and accumulated a lot of experience. For example, before the reform, the Shanghai customs office would cover about 500 chapters a day, and implement automatic trial release after the reform. According to the plan, the "single window for international trade" will be gradually extended to the Yangtze River Delta, the Yangtze River economic belt and other parts of the country.

Ai Baojun introduced that there are many multinational headquarters in the Shanghai free trade area. These headquarters may have bought a batch of equipment or materials in Germany and sent them to Vietnam's enterprises, but all the spanactions were carried out in the Shanghai free trade area, which led to offshore trade.

In traditional trade, cargo logistics and capital flow are matched, while in offshore trade, cargo logistics and capital flow are separated. Originally, our offshore trade and offshore investment were few or even not, so there was no systematic arrangement for these businesses in the tax system. Now that offshore business has developed, we need to innovate in the tax system in order to adapt to the international business environment. Ai Baojun said that the reform of the FTA has the task of stress testing, and it may be more accurate to test it in a larger scope. "Therefore, we should further expand the scope of some reform measures and raise the level of stress testing."
